Overview

The Behavioral Health Reform & Investment Act (Senate Bill 3/SB3) supports initiatives focused on expanding behavioral health services, improving infrastructure and addressing community needs across prevention, treatment and recovery.

Current Projects

Horizon Behavioral Health Center

Eastern New Mexico's journey toward improved behavioral health services began in 2021 when several cities and counties collaborated to address service gaps. A feasibility study conducted by Initium Health in 2022 highlighted the need for a centralized, state-of-the-art behavioral health facility. This facility aims to offer comprehensive care, attract top-quality staff, and serve as a community-driven resource. The project is now progressing toward design and construction, with ongoing efforts to involve the community in the planning process. 

Enhanced Sequential Intercept Model

The Enhanced Sequential Intercept Model (E-SIM) details how individuals with mental and substance use disorders come into contact with and move through the criminal justice system. The E-SIM helps communities identify resources and gaps in services at each intercept and develop local strategic action plans.

Funding & Investments

The Counties of Roosevelt and Curry, along with the municipalities of Clovis and Portales, have been proactive in securing funding to expand behavioral health services in Southeastern New Mexico.
